The PROCESS
To apply for a non-resident Permit To Carry Concealed in New Jersey, you must use the New Jersey State Police online application portal. Unlike residents who apply through their local police, non-residents will have their application assigned to one of 18 specific New Jersey State Police stations for processing after submission.
Eligibility requirements
To apply, you must meet the following criteria:
- Be at least 21 years old.
- Be a person of good character, without any disqualifying criminal convictions.
- Not be subject to any court orders, such as a restraining order.
- Not suffer from a mental illness that would prohibit firearm possession.
- Provide four non-family references who can attest to your character.
- Complete a state-approved firearms training course that includes a live-fire qualification.
Step-by-step application process
- Get a New Jersey Firearms Identification (FID) card and SBI number. If you do not have an existing FID card or State Bureau of Investigations (SBI) number from previous firearm permits in New Jersey, you must first apply for an FID card to be fingerprinted and assigned an SBI number.
- Complete the required training. You must take a firearms training course that follows the New Jersey CCARE (Civilian Carry Awareness) protocol. The course must include a live-fire qualification with the specific handgun(s) you intend to carry and be taught by a New Jersey State Police-approved instructor.
- Gather required documents. Before starting the online application, assemble all necessary documentation, including:
- A recent, passport-style photo with a light background.
- Your SBI number.
- The qualification paperwork from your CCARE training, including the instructor’s certification and the SP-182 form.
- Details for each handgun you plan to carry.
- The email addresses of four non-family references who have known you for at least three years.
- A completed SP-066 Consent for Mental Health Records Search form.
- Complete the online application. Submit your application through the New Jersey State Police Concealed Carry Permits portal at www.njportal.com/NJSP/ConcealedCarry.
- Pay the application fees. A state fee is required at the time of submission. The total cost is subject to change but was noted as $226 as of May 2025.
- Receive your assignment. As a non-resident, your application will be automatically assigned to one of 18 State Police stations after you submit your payment. You will be notified of your assigned station on your confirmation page and in a confirmation email.
- Await confirmation and processing. The process is primarily applicant-driven, so ensure that the emails you provide for yourself and your references are accurate to avoid delays. You will receive email updates as your application progresses.
The New Jersey State required Firearm Safety and Shooting Qualification course. This certification is needed for New Jersey residents as well as Non-Residents who look to apply for their New Jersey State License to carry.
The New Jersey Permit To Carry (PTC) Qualification course is an instructor-led and live-fire shooting qualification course intended to equip you with the training and documentation necessary to apply for your New Jersey Concealed Carry Permit.
In this course we will cover basic firearms safety, fundamentals of pistol shooting, malfunction clearing, holster draw, holster requirements, use of force, carry ammunition, and concealed carry logistics.
